Thank you for your interest in serving as a substitute with the Lassen County Office of Education. Substitute employees play a vital role in supporting students, staff, and school operations across Lassen County. LCOE processes substitute applications in accordance with all applicable state and local requirements.

Minimum Requirements to Substitute Teach in Lassen County
To serve as a substitute teacher in Lassen County, you must meet one of the following:
Option 1: Hold a Valid California Teaching Credential
This includes any clear, preliminary, or intern credential issued by the California Commission on Teacher Credentialing.
Option 2: Hold or Qualify for an Emergency 30-Day Substitute Teaching Permit
This is the most common pathway for new substitute teachers.
Emergency 30-Day Substitute Permit Requirements:
- Bachelor’s degree (or higher) from a regionally accredited college or university
- Fingerprint clearance at both state and county levels. Fingerprint instructions will be provided by LCOE once your application process begins.
- Negative Tuberculosis (TB) clearance
- Valid government-issued photo identification
- Payment of required CTC application fees
How to Get Started
If You Already Have a California Credential or Permit

- Contact Courtney Hanna (channa@lcoe.org) to begin the substitute onboarding process.
If You Do Not Have a Credential and Need an Emergency 30-Day Substitute Permit
- Submit official transcripts showing a conferred bachelor’s degree.
- Complete the Emergency 30-Day Substitute Permit application (CTC Form 41-4).
- Complete Live Scan fingerprinting (Form 41-LS).
- Pay applicable CTC processing fees.
- Work with LCOE to complete county requirements.
Processing Time:
Applications submitted directly to the CTC may take up to 50 days.
Applications processed through LCOE are typically completed more quickly once all documents are received.

Permit Validity & Employment Requirements
- The Emergency 30-Day Substitute Teaching Permit is valid for one year and may be renewed.
- Substitute teachers may work up to 30 days per teacher, per school year, unless otherwise authorized by the CTC.

Step 2: Begin the Substitute Onboarding Process
After submitting your EdJoin application, contact LCOE to begin the onboarding process and receive guidance on next steps, including fingerprinting and additional employment requirements:

All classified substitutes must complete the following prior to employment:

Acceptable documentation includes:

Associate of Arts (AA) degree, or
-
Official transcripts showing completion of 48 college units, or
-
Proof of successful passage of the Paraprofessional Proficiency Exam
